General Outreach: Community Groups and Wide Dissemination

As job openings occur, the Spokane Public Radio Station Employment Unit provides job opening announcements to a number of regional and local community groups and industry entities which have minority or female members.  These groups are indicated on the Spokane Public Radio Employment Opportunity List (see previous section).

Outreach Initiatives
Spokane Public Radio has more than 10 full time employees. Under the FCC’s EEO rules, it is responsible for engaging in at least four outreach activities in every two-year period. The activities listed here completed in 2011-2012, together with the activities scheduled for the 2012-2013 calendar year will comprise at least four activities which comply with the rules.

(1) Internship and Volunteer Program:  Spokane Public Radio has an active internship and volunteer program. Local colleges and universities whose students participated in the program this past year include Gonzaga University and Whitworth University. Our Volunteer Manager and other staff persons attend service learning events and job fairs at local institutions.  Additionally, we train and recruit interns from area high schools and the community at large and also from within our volunteer program. During the period from October 1, 2011 to September 30, 2012, we had 9 internship positions filled.  

Public Relations & Marketing Intern, Fall & Winter 2011-date, Student from Gonzaga University.  Worked under the direction of Marketing/PR Manager Shelley Sharp.  This intern maintained the Spokane Public Radio Blog, comprised of observations of station events and interviews with station staff.  Other duties included writing for the SPR Guide, press releases, supporting community outreach activities and archiving event ads and print materials.  The intern spent a total of 380 hours performing this duty. 


Programming Support Intern Summer 2012: (4) These interns, supervised by Program Director Verne Windham, served as editors for the program The Bookshelf.  These college students became proficient using the program Fast Edit. For the months of May, June, July, and August, these interns spent a total of 96 collective hours on the project. 

Technical/Equipment Community Volunteer:  This volunteer is responsible for the repair and testing of sound equipment for the annual Recordings and Video Sale. In months before the event the intern spent approximately 10 hours a week on task and during the month of the event as many as 30 hours a week. This person was supervised by Events Coordinator/Volunteer Manager Stephanie Ingoldby.   

Event Support Community Volunteer, Ongoing: (3) These volunteers act in support of event staff, primarily the Events Director Kathy Sackett and the Events Coordinator/Volunteer Manager Stephanie Ingoldby.  Duties include:  participating in the collection of items for the SPR’s Evening Under the Stars auction event, event data management, duties at events, and assistance at the station for live events, such as Musicfest Northwest. These volunteers spend generally 2-3 hours a week- or as needed during the event- as much as 20 hours a week. 

Data Entry and Business Support Community volunteers, Ongoing:  Primary responsibilities include data entry throughout the year and during special events such as twice annual pledge drives, under the supervision of the Business Manager/Membership Director Linda Stowe. These volunteers spend five hours to 20 hours per week depending on needs of the department. 

Librarian, Community Volunteer, Ongoing: Supervised by Program Director Verne Windham, the librarian’s duties include sorting, organizing, and maintaining the SPR classical music library, as well as maintaining the related database. This volunteer also assists in routine archiving duties.  This person spends generally 30 hours a week in this position. 

Segment Programming Community Intern, Spring and Summer 2012:  Supervised by Program Director Verne Windham, this intern created and prerecorded short summer features aired on Friday mornings. Duties include music research, sound recording and editing, voicing and creating a cohesive radio theme suitable for airplay.  The intern spent nearly 100 hours over the course of the spring and summer of 2011 creating this series entitled “What I’ve Found.”

Podcasting and IT Community Volunteer, Spring and Summer of 2012: Supervised Program Director Verne Windham and Marketing Director/PR (website manager) Shelley Sharp, this intern was responsible for routinely loading podcasts on our webpage.  This intern also recorded and engineered copy for the SPR underwriting department and loaded it on the website.  This intern also assisted staff with IT issues. The intern spent 60 hours performing these duties. This intern was offered a part time position as Engineering Assistant and IT Contact in the fall of 2011. 

Recordings and Video Sale Lead Community Volunteer: This volunteer was the primary sorter and organizer of the annual sale, supervised directly by Events Coordinator/Volunteer Manager Stephanie Ingoldby and Events Director Kathy Sackett.  This person also co-hosted an on-air showcase of rare recordings to be found at the sale.  This volunteer spent an average10 hours a week in the 3 months leading up to the event, and as many as 30 hours a week in the months immediately surrounding the event.

The overall supervision for the internships was provided by the President & General Manager Dick Kunkel, prior to Jan 16, 2012, by the Interim Management team from Jan 17, 2012 to September 3, 2012, and by General Manager Cary Boyce from September 4, 2012 to Sept 30, 2012.

(2) Job Fair / Open House, Public Tours and Community Panel Participation 

A community Open House/Job Fair was held December 6, 2011. Announcements are made on air to invite the wider community learn about public radio and SPR in particular, as well as about potential careers in Broadcasting. Our goal is to help people understand radio, to hear their views on our performance and to inform potential job applicants or interns who might be interested in careers in public broadcasting. In an open-house environment, prospective volunteers, interns and employees can speak with the people who might hire or recruit them.  The President/General Manager is charge of the Open House, but all station staff members participate.

Community groups are encouraged to visit the station; visits in this cycle have included Cub Scouts and high school students planning for future careers. Staff members of SPR are encouraged to participate in community-based discussion panels as opportunities arise.

Tour Details: 

February 29 2012, Cub Scouts (party of 12) took a station tour.

Feb. 23, Cub Scout troop (6) toured SPR studios.

(3) Providing Access to Local Students

In an effort to reach increasing numbers of students about journalism, the role of media, and future careers in broadcasting, we handed out free/complimentary tickets to students for the Cokie Roberts event on October 1, 2011.  We gave tickets to 20 high school students from Gonzaga Prep, 40 journalism students from Eastern Washington University, and 25 journalism students from Spokane Falls Community College.

(4) Job Vacancy Announcements to Groups with Significant Minority and Female Membership

Because the demographics of our area of our area include a relatively-small percentage of minority group members, Spokane Public Radio committed itself several years ago to notifying industry and professional organizations whose membership includes minority and female members about all upper-level and professional job vacancies, as well as posting such information on the career web site/bulletin boards of those organizations which provide such a service. In addition to posting on the extensive job site of the Corporation for Public Broadcasting, which all candidates for public radio jobs, including minority group members and women, are likely to consult, Spokane Public Radio sends notification to the following entities (* denotes news positions only).  These entities are also present on page 2.

We are largely unable to test the effectiveness of this activity in recruiting candidates. Station management intends to keep these organizations on the Employment Opportunity List for the indefinite future. This list is reviewed and updated annually if necessary. With respect to this list, please note that addresses are provided for those groups and organizations who have asked Spokane Public Radio to notify them by mail, and fax numbers are listed for those groups and organizations which have asked to be notified by fax. The list does not contain the names of contact persons because several participating groups have asked Spokane Public Radio not to use a specific contact name because the contact person changes frequently at many such groups, leading to a potential source of confusion for the person sorting the mail or faxes.

(5) Volunteer Program
In addition to collegiate and community interns, Spokane Public Radio has a large group of volunteers (300 to 330 individuals), and actively recruits volunteers from the local community on an on-going basis. Volunteer activities at Spokane Public Radio are coordinated by the Volunteer Manager / Events Coordinator Stephanie Ingoldby. The licensee has found that its volunteer program, together with the hands-on training that volunteers receive, provides a diverse and talented pool of applicants from the local community when job openings arise at the station. A Volunteer Recruitment Page is a prominent part of the Spokane Public Radio web site. The Volunteer Manager Stephanie Ingoldby, Development Assistant Neesha Schrom, and Program Director Verne Windham attended various service learning and volunteer fairs throughout the year.  In this cycle the following fairs were attended:

(6) Job Fairs held in this period:

·         October 3, 2011, Spokane Falls Community College’s Fall Service-Learning Expo.  We recruited both volunteers and interns at this campus event.

·         April 12, 2012, Whitworth University’s annual Summer Job & Internship Fair, we talked with students about internship opportunities in marketing, production, literary production, and news/journalism.

·         September 13, 2012 at Job Fair at Whitworth College, we talked with students about internship opportunities in marketing, production, literary production, and news/journalism.

·         September 19, 2012 Job Fair at Gonzaga University, we talked with students about internship opportunities in marketing, production, literary production, and news/journalism.

·         September 28, 2012 Job Fair at Eastern Washington University, we talked with students about internship opportunities in marketing, production, literary production, and news/journalism.

These events help build awareness of careers in broadcast, and bring potential future employees as well as interns, to our attention, as well as building Public Radio awareness in our communities. We introduce staff to the community, and discuss station needs, as well as what we do and how we do it.
